Xi made the call on Tuesday while addressing the 26th Meeting of the Council of Heads of State of the SCO in Bishkek, the capital of Kyrgyzstan.
Xi said China sees the SCO as a priority platform for high-quality joint construction of the Belt and Road and implementation of the Global Development Initiative.
He also said China is ready to help build the SCO into an important platform for implementing the Global Security Initiative, while expressing China's willingness to work with other members to advance the Global Civilization Initiative.
In addition, Xi said China supports the SCO in pursuing exemplary cooperation in implementing the Global Governance Initiative, highlighting the organization's potential to contribute to efforts to improve global governance.
The Chinese president's proposals form part of a broader vision for strengthening the SCO's role in international cooperation. He called on the organization to uphold development as a priority and work toward shared prosperity.
Xi also urged SCO members to give greater attention to security, saying the organization should help create an environment of universal security. He stressed the importance of putting people first and building a solid foundation for lasting friendship among member states.
On global governance, Xi called for dialogue and consultation and urged the organization to promote improvements to governance in a fair and orderly manner.
The emphasis on practical implementation reflects China's push to translate the four global initiatives covering development, security, civilization and governance into broader international cooperation.
For the SCO, the proposals offer a framework for expanding cooperation beyond traditional areas and strengthening coordination among its members on issues of common concern.
Xi's remarks in Bishkek underline China's expectation that the SCO can become an increasingly important platform for promoting development, security and cooperation while contributing to efforts to improve the global governance system.
